Limiting allocations based on AD group

Hello,

 

I am looking for the ability to limit a select few users to use vSphere for deploying some test servers (kind of like a sandbox).  In doing so, I would like to limit the max amount of memory they can use to allocate VMs and once that quota has been met, prevent additional machines from powering on.  My initial plan was to use a resource pool and cap the user's maximum memory usage, however after trying to overallocate the pool, I think this may have reverse side-effects on the machine if they start going over that quota?  Is there anyway to prevent the users from being able to fire up a VM if they are using over XXGB of memory?  Would you agree using resource pools in this way would be a bad idea?
